เมื่อวันที่ 25 กันยายน พ.ศ.2568 กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) โดยกองการต่างประเทศ สำนักงานปลัดกระทรวงฯ เป็นเจ้าภาพจัดประชุมเชิงปฏิบัติการในหัวข้อ “Session on Sharing Experiences: Lifelong Learning and Credit Bank Systems in Thailand and Malaysia” ณ ห้องประชุม 18A อาคาร อว. 2 เพื่อเป็นเวทีแลกเปลี่ยนองค์ความรู้ นโยบาย และแนวปฏิบัติที่ดีที่สุดในการพัฒนาระบบการศึกษาตลอดชีวิตและระบบคลังหน่วยกิตร่วมกับคณะผู้แทนจากหน่วยงานรับรองคุณวุฒิแห่งมาเลเซีย (Malaysian Qualifications Agency – MQA)

การประชุมเริ่มต้นด้วยการกล่าวต้อนรับอย่างอบอุ่นโดย น.ส.นวลวรรณ โต๊ะทอง ผู้อำนวยการกลุ่มส่งเสริมความร่วมมือระหว่างประเทศ 1 ซึ่งเน้นย้ำถึงความสำคัญของความร่วมมือระหว่างสองประเทศในการยกระดับการศึกษาให้ตอบโจทย์โลกยุคใหม่ จากนั้น รองศาสตราจารย์ ดร.นูรบิฮา บินติ เอ. ชูคอร์ คณะกรรมการพัฒนาแนวปฏิบัติธนาคารหน่วยกิตเชิงวิชาการ (MQA) และอาจารย์อาวุโส มหาวิทยาลัยเทคโนโลยีมาเลเซีย ได้กล่าวตอบและชี้แจงวัตถุประสงค์ของการมาเยือน เพื่อสร้างความเข้าใจและแนวทางพัฒนาร่วมกัน

ในที่ประชุม ฝ่ายไทยได้นำเสนอภาพรวมการขับเคลื่อนนโยบายด้านการเรียนรู้ตลอดชีวิตและระบบคลังหน่วยกิตของประเทศ โดยมีวิทยากรผู้ทรงคุณวุฒิร่วมแบ่งปันประสบการณ์ในหลากหลายมิติ ได้แก่
1. รองศาสตราจารย์ ดร.บวร ปภัสราทร ประธานอนุกรรมการส่งเสริมการจัดการศึกษาตลอดชีวิตฯ นำเสนอภาพรวมการพัฒนาระบบคลังหน่วยกิตระดับชาติของไทย
2. ศาสตราจารย์ ดร.จินตวีร์ คล้ายสังข์ รองผู้อำนวยการโครงการมหาวิทยาลัยไซเบอร์ไทย (TCU) นำเสนอในหัวข้อบทบาทของ TCU ในการส่งเสริมการเรียนรู้ตลอดชีวิต
3. ดร.ชนกพร พัวพัฒนกุล ผู้อำนวยการศูนย์ส่งเสริมการเรียนรู้แบบบูรณาการชีวิต มหาวิทยาลัยมหิดล และ รองศาสตราจารย์ ดร.นัทธี สุรีย์ ผู้อำนวยการวิทยาลัยการศึกษาตลอดชีวิต มหาวิทยาลัยเชียงใหม่ ร่วมนำเสนอกรณีศึกษาการดำเนินงานที่เป็นรูปธรรมในระดับมหาวิทยาลัย

ขณะที่คณะผู้แทนจากมาเลเซีย นำโดย ดร.ฮัซมาน ชาห์ วิจายัน อับดุลลาห์ ประธานคณะกรรมการพัฒนาแนวปฏิบัติธนาคารหน่วยกิตเชิงวิชาการ (MQA) ได้นำเสนอความก้าวหน้าและแนวทางการดำเนินงานของประเทศมาเลเซีย ซึ่งเปิดโอกาสให้ผู้เข้าร่วมประชุมจากทั้งสองฝ่ายได้ซักถามและแลกเปลี่ยนมุมมองอย่างกว้างขวาง เพื่อหาแนวทางในการประยุกต์ใช้และพัฒนานโยบายให้เกิดประโยชน์สูงสุด

การประชุมปิดท้ายด้วยการกล่าวสรุปโดย ดร.ลักษมณ สมานสินธุ์ ผู้อำนวยการกองการต่างประเทศ ซึ่งแสดงความเชื่อมั่นว่าการประชุมในครั้งนี้จะเป็นจุดเริ่มต้นที่สำคัญในการสร้างเครือข่ายความร่วมมือที่แข็งแกร่งและนำไปสู่การพัฒนาระบบการศึกษาที่ยั่งยืนของทั้งสองประเทศต่อไป

September 25, 2025 – The Ministry of Higher Education, Science, Research and Innovation (MHESI), through its International Affairs Division, Office of the Permanent Secretary, today hosted a “Session on Sharing Experiences: Lifelong Learning and Credit Bank Systems in Thailand and Malaysia.” The event, held at Meeting Room 18A of the MHESI Building 2, served as a platform to exchange knowledge, policies, and best practices with a delegation from the Malaysian Qualifications Agency (MQA).
The session commenced with warm welcome remarks from Ms. Nuanwan Tohthong, Director of International Cooperation Promotion Group 1, who emphasized the importance of collaboration between the two nations in advancing education to meet the demands of the modern world. In response, Assoc. Prof. Dr. Nurbiha binti A. Shukor, a Committee Member for the Development of the MQA Academic Credit Bank Guidelines and a Senior Lecturer at University Technology of Malaysia, outlined the objectives of the visit, aiming to foster mutual understanding and joint development pathways.
During the session, the Thai delegation presented a comprehensive overview of the nation’s initiatives in lifelong learning and the credit bank system. Distinguished speakers shared their experiences from various perspectives:
Assoc. Prof. Dr. Borworn Papasratorn, Chairperson of the Subcommittee for the Promotion of Lifelong Learning, presented on the development of Thailand’s national credit bank system.
Prof. Dr. Jintavee Khlaisang, Deputy Director of Thailand Cyber University Project (TCU), discussed TCU’s contribution to promoting lifelong learning.
Dr. Chanokporn Puapattanakun, Director of the Center for Life-integrated Learning at Mahidol University, and Assoc. Prof. Dr. Nuttee Suree, Director of the School of Lifelong Education at Chiang Mai University, presented case studies on the practical implementation of these systems at the university level.
The Malaysian delegation, led by Dr. Hazman Shah Vijayan Abdullah, Committee Chairperson for the Development of the MQA Academic Credit Bank Guideline, presented on Malaysia’s progress and operational frameworks. This was followed by a dynamic Q&A session, allowing participants from both countries to exchange viewpoints and explore avenues for policy application and development.
The meeting was concluded by Dr. Luksmon Smansin, Director of the International Affairs Division, who expressed confidence that the session marks a significant starting point for building a strong collaborative network and advancing sustainable educational systems in both countries.
Following the morning session, the Malaysian delegation visited the Knowledge Network Institute of Thailand (KNIT) and participated in a Facebook Live academic dialogue on the same topic, extending the reach of this valuable knowledge exchange to the wider public.
